Move pg_checkretval out of the planner (where it never belonged) into pg_proc.c (where it's actually used). Fix it to correctly handle tlists that contain resjunk target items, and improve error messages. This addresses bug reported by Krupnikov 6-July-00.

Restructure parsetree representation of DECLARE CURSOR: now it's a utility statement (DeclareCursorStmt) with a SELECT query dangling from it, rather than a SELECT query with a few unusual fields in it. Add code to determine whether a planned query can safely be run backwards. If DECLARE CURSOR specifies SCROLL, ensure that the plan can be run backwards by adding a Materialize plan node if it can't. Without SCROLL, you get an error if you try to fetch backwards from a cursor that can't handle it. (There is still some discussion about what the exact behavior should be, but this is necessary infrastructure in any case.) Along the way, make EXPLAIN DECLARE CURSOR work.

Restructure planning code so that preprocessing of targetlist and quals to simplify constant expressions and expand SubLink nodes into SubPlans is done in a separate routine subquery_planner() that calls union_planner(). We formerly did most of this work in query_planner(), but that's the wrong place because it may never see the real targetlist. Splitting union_planner into two routines also allows us to avoid redundant work when union_planner is invoked recursively for UNION and inheritance cases. Upshot is that it is now possible to do something like select float8(count(*)) / (select count(*) from int4_tbl) from int4_tbl group by f1; which has never worked before.
