pgstat: normalize function naming.

Most of pgstat uses pgstat_<verb>_<subject>() or just <verb>_<subject>(). But
not all (some introduced fairly recently by me). Rename ones that aren't
intentionally following a different scheme (e.g. AtEOXact_*).
