Peter Eisentraut c538592959 Make all Perl warnings fatal
There are a lot of Perl scripts in the tree, mostly code generation
and TAP tests.  Occasionally, these scripts produce warnings.  These
are probably always mistakes on the developer side (true positives).
Typical examples are warnings from genbki.pl or related when you make
a mess in the catalog files during development, or warnings from tests
when they massage a config file that looks different on different
hosts, or mistakes during merges (e.g., duplicate subroutine
definitions), or just mistakes that weren't noticed because there is a
lot of output in a verbose build.

This changes all warnings into fatal errors, by replacing

    use warnings;

by

    use warnings FATAL => 'all';

in all Perl files.

Peter Eisentraut 721856ff24 Remove distprep
A PostgreSQL release tarball contains a number of prebuilt files, in
particular files produced by bison, flex, perl, and well as html and
man documentation.  We have done this consistent with established
practice at the time to not require these tools for building from a
tarball.  Some of these tools were hard to get, or get the right
version of, from time to time, and shipping the prebuilt output was a
convenience to users.

Now this has at least two problems:

One, we have to make the build system(s) work in two modes: Building
from a git checkout and building from a tarball.  This is pretty
complicated, but it works so far for autoconf/make.  It does not
currently work for meson; you can currently only build with meson from
a git checkout.  Making meson builds work from a tarball seems very
difficult or impossible.  One particular problem is that since meson
requires a separate build directory, we cannot make the build update
files like gram.h in the source tree.  So if you were to build from a
tarball and update gram.y, you will have a gram.h in the source tree
and one in the build tree, but the way things work is that the
compiler will always use the one in the source tree.  So you cannot,
for example, make any gram.y changes when building from a tarball.
This seems impossible to fix in a non-horrible way.

Second, there is increased interest nowadays in precisely tracking the
origin of software.  We can reasonably track contributions into the
git tree, and users can reasonably track the path from a tarball to
packages and downloads and installs.  But what happens between the git
tree and the tarball is obscure and in some cases non-reproducible.

The solution for both of these issues is to get rid of the step that
adds prebuilt files to the tarball.  The tarball now only contains
what is in the git tree (*).  Getting the additional build
dependencies is no longer a problem nowadays, and the complications to
keep these dual build modes working are significant.  And of course we
want to get the meson build system working universally.

This commit removes the make distprep target altogether.  The make
dist target continues to do its job, it just doesn't call distprep
anymore.

(*) - The tarball also contains the INSTALL file that is built at make
dist time, but not by distprep.  This is unchanged for now.

The make maintainer-clean target, whose job it is to remove the
prebuilt files in addition to what make distclean does, is now just an
alias to make distprep.  (In practice, it is probably obsolete given
that git clean is available.)

The following programs are now hard build requirements in configure
(they were already required by meson.build):

- bison
- flex
- perl

Andres Freund e522049f23 meson: add install-{quiet, world} targets

Andres Freund 902ab2fcef meson: Add windows resource files
The generated resource files aren't exactly the same ones as the old
buildsystems generate. Previously "InternalName" and "OriginalFileName" were
mostly wrong / not set (despite being required), but that was hard to fix in
at least the make build. Additionally, the meson build falls back to a
"auto-generated" description when not set, and doesn't set it in a few cases -
unlikely that anybody looks at these descriptions in detail.

Andres Freund e6927270cd meson: Add initial version of meson based build system
Autoconf is showing its age, fewer and fewer contributors know how to wrangle
it. Recursive make has a lot of hard to resolve dependency issues and slow
incremental rebuilds. Our home-grown MSVC build system is hard to maintain for
developers not using Windows and runs tests serially. While these and other
issues could individually be addressed with incremental improvements, together
they seem best addressed by moving to a more modern build system.

After evaluating different build system choices, we chose to use meson, to a
good degree based on the adoption by other open source projects.

We decided that it's more realistic to commit a relatively early version of
the new build system and mature it in tree.

This commit adds an initial version of a meson based build system. It supports
building postgres on at least AIX, FreeBSD, Linux, macOS, NetBSD, OpenBSD,
Solaris and Windows (however only gcc is supported on aix, solaris). For
Windows/MSVC postgres can now be built with ninja (faster, particularly for
incremental builds) and msbuild (supporting the visual studio GUI, but
building slower).

Several aspects (e.g. Windows rc file generation, PGXS compatibility, LLVM
bitcode generation, documentation adjustments) are done in subsequent commits
requiring further review. Other aspects (e.g. not installing test-only
extensions) are not yet addressed.

When building on Windows with msbuild, builds are slower when using a visual
studio version older than 2019, because those versions do not support
MultiToolTask, required by meson for intra-target parallelism.

The plan is to remove the MSVC specific build system in src/tools/msvc soon
after reaching feature parity. However, we're not planning to remove the
autoconf/make build system in the near future. Likely we're going to keep at
least the parts required for PGXS to keep working around until all supported
versions build with meson.

While I still think the basic idea is attractive, we need to sort
out what happens with built .c files, and there also seem to be
VPATH issues.

The backend already used a mechanically-generated list of *.c files,
but everywhere else we had a manually-written-out list of files in
which to seek translatable messages.  Commit b0a55e432 contains the
latest in a long line of failures to update those lists.  Rather than
manually fix its oversight, let's change to using "$(wildcard *.c)"
in all these nls.mk files.

Many of these files also have manual references to some *.c files
in other directories, most often src/common/.  Perhaps we should try
to improve that situation too; but it's a bit less clear how, so for
now just fix the local file references.

Peter Eisentraut 88dad06b47 NLS: Put list of available languages into LINGUAS files
This moves the list of available languages from nls.mk into a separate
file called po/LINGUAS.  Advantages:

- It keeps the parts notionally managed by programmers (nls.mk)
  separate from the parts notionally managed by translators (LINGUAS).

- It's the standard practice recommended by the Gettext manual
  nowadays.

- The Meson build system also supports this layout (and of course
  doesn't know anything about our custom nls.mk), so this would enable
  sharing the list of languages between the two build systems.

(The MSVC build system currently finds all po files by globbing, so it
is not affected by this change.)

Daniel Gustafsson 549ec201d6 Replace Test::More plans with done_testing
Rather than doing manual book keeping to plan the number of tests to run
in each TAP suite, conclude each run with done_testing() summing up the
the number of tests that ran. This removes the need for maintaning and
updating the plan count at the expense of an accurate count of remaining
during the test suite runtime.

This patch has been discussed a number of times, often in the context of
other patches which updates tests, so a larger number of discussions can
be found in the archives.

Move Perl test modules to a better namespace
The five modules in our TAP test framework all had names in the top
level namespace. This is unwise because, even though we're not
exporting them to CPAN, the names can leak, for example if they are
exported by the RPM build process. We therefore move the modules to the
PostgreSQL::Test namespace. In the process PostgresNode is renamed to
Cluster, and TestLib is renamed to Utils. PostgresVersion becomes simply
PostgreSQL::Version, to avoid possible confusion about what it's the
version of.

Peter Eisentraut 864934131e Refer to bug report address by symbol rather than hardcoding
Use the PACKAGE_BUGREPORT macro that is created by Autoconf for
referring to the bug reporting address rather than hardcoding it
everywhere.  This makes it easier to change the address and it reduces
translation work.

Andres Freund 01368e5d9d Split all OBJS style lines in makefiles into one-line-per-entry style.
When maintaining or merging patches, one of the most common sources
for conflicts are the list of objects in makefiles. Especially when
the split across lines has been changed on both sides, which is
somewhat common due to attempting to stay below 80 columns, those
conflicts are unnecessarily laborious to resolve.

By splitting, and alphabetically sorting, OBJS style lines into one
object per line, conflicts should be less frequent, and easier to
resolve when they still occur.

Magnus Hagander 0301db623d Replace @postgresql.org with @lists.postgresql.org for mailinglists
Commit c0d0e54084 replaced the ones in the documentation, but missed out
on the ones in the code. Replace those as well, but unlike c0d0e54084,
don't backpatch the code changes to avoid breaking translations.

Joe Conway fc8a81e3e7 Revert inadvertant change in pg_config behavior
In commit a5c43b88 the behavior of command line pg_config was
inadvertantly changed to include the config name when specific
configs are requested, similar to when none are requested and
all are emitted. This breaks scripts that expect to use
pg_config for e.g. PGXS. Revert the behavior to the previous.

Joe Conway a5c43b8869 Add new system view, pg_config
Move and refactor the underlying code for the pg_config client
application to src/common in support of sharing it with a new
system information SRF called pg_config() which makes the same
information available via SQL. Additionally wrap the SRF with a
new system view, as called pg_config.

Patch by me with extensive input and review by Michael Paquier
and additional review by Alvaro Herrera.

Peter Eisentraut dbf2ec1a1c Fix parallel make risk with new check temp-install setup
The "check" target no longer needs to depend on "all", because it now
runs "install" directly, which in turn depends on "all".  Doing both
will cause problems with parallel make, because two builds will run next
to each other.

Also remove the redirection of the temp-install output into a log file.
This was appropriate when this was done from within pg_regress, but now
it's just a regular make run, and especially with the above changes this
will now take the place of running the "all" target before the test
suites.
