Michael Paquier 6fc3a138b1 unaccent: Tweak value of PYTHON when building without Python support
As coded, the module's Makefile would fail to set a value for PYTHON as
it checked if the variable is defined.  When compiling without
--with-python, PYTHON is defined and set to an empty value, so the
existing check is not able to do its work.

This commit switches the rule to check if the value is empty rather than
defined, allowing the generation of unaccent.rules even if --with-python
is not used as long as "python" exists.  BISON and FLEX do the same in
pgxs.mk, for instance.

Michael Paquier 44e73a498c Fix regression tests of unaccent to work without UTF8 support
The tests of unaccent rely on UTF8 characters, and unlike any other test
suite in the tree (fuzzystrmatch, citext, hstore, etc.), they would fail
if run on a database that does not support UTF8 encoding.

This commit fixes the tests of unaccent so as these are skipped when run
on a database without UTF8 support, using the same method as the other
test suits based on \if, getdatabaseencoding() and an alternate output
file.

This has been broken for a long time, but nobody has complained about
that either, so no backpatch is done.  This can be reproduced with
something like REGRESS_OPTS="--no-locale --encoding=sql_ascii", for
instance.  To defend against that, this module's Makefile and
meson.build enforced a UTF8 encoding without locales, but it did not
offer protection for options given by REGRESS_OPTS.  This switch makes
this regression test suite more consistent with all the others, as
well.

Tom Lane 70a7732007 Remove support for upgrading extensions from "unpackaged" state.
Andres Freund pointed out that allowing non-superusers to run
"CREATE EXTENSION ... FROM unpackaged" has security risks, since
the unpackaged-to-1.0 scripts don't try to verify that the existing
objects they're modifying are what they expect.  Just attaching such
objects to an extension doesn't seem too dangerous, but some of them
do more than that.

We could have resolved this, perhaps, by still requiring superuser
privilege to use the FROM option.  However, it's fair to ask just what
we're accomplishing by continuing to lug the unpackaged-to-1.0 scripts
forward.  None of them have received any real testing since 9.1 days,
so they may not even work anymore (even assuming that one could still
load the previous "loose" object definitions into a v13 database).
And an installation that's trying to go from pre-9.1 to v13 or later
in one jump is going to have worse compatibility problems than whether
there's a trivial way to convert their contrib modules into extension
style.

Hence, let's just drop both those scripts and the core-code support
for "CREATE EXTENSION ... FROM".

Peter Eisentraut f85a485f89 Add support for automatically updating Unicode derived files
We currently have several sets of files generated from data provided
by Unicode.  These all have ad hoc rules and instructions for updating
when new Unicode versions appear, and it's not done consistently.

This patch centralizes and automates the process and makes it part of
the release checklist.  The Unicode and CLDR versions are specified in
Makefile.global.in.  There is a new make target "update-unicode" that
downloads all the relevant files and runs the generation script.

There is also a new script for generating the table of combining
characters for ucs_wcwidth().  That table is now in a separate include
file rather than hardcoded into the middle of other code.  This is
based on the script that was used for generating
d8594d123c, but the script itself wasn't
committed at that time.

Andres Freund 01368e5d9d Split all OBJS style lines in makefiles into one-line-per-entry style.
When maintaining or merging patches, one of the most common sources
for conflicts are the list of objects in makefiles. Especially when
the split across lines has been changed on both sides, which is
somewhat common due to attempting to stay below 80 columns, those
conflicts are unnecessarily laborious to resolve.

By splitting, and alphabetically sorting, OBJS style lines into one
object per line, conflicts should be less frequent, and easier to
resolve when they still occur.

Noah Misch 0ffc201a51 Add file version information to most installed Windows binaries.
Prominent binaries already had this metadata.  A handful of minor
binaries, such as pg_regress.exe, still lack it; efforts to eliminate
such exceptions are welcome.

Peter Eisentraut 385942f46c Refix the unaccent regression test on MSVC properly
... for some value of "properly".  Instead of overriding REGRESS_OPTS,
set the variables ENCODING and NO_LOCALE, which is more expressive and
allows overriding by the user.  Fix vcregress.pl to handle that.

Tom Lane 629b3af27d Convert contrib modules to use the extension facility.
This isn't fully tested as yet, in particular I'm not sure that the
"foo--unpackaged--1.0.sql" scripts are OK.  But it's time to get some
buildfarm cycles on it.

sepgsql is not converted to an extension, mainly because it seems to
require a very nonstandard installation process.
