Tom Lane 441ee1677e Fix memory leakage in plpgsql DO blocks that use cast expressions.
Commit 04fe805a1 modified plpgsql so that datatype casts make use of
expressions cached by plancache.c, in place of older code where these
expression trees were managed by plpgsql itself.  However, I (tgl)
forgot that we use a separate, shorter-lived cast info hashtable in
DO blocks.  The new mechanism thus resulted in session-lifespan
leakage of the plancache data once a DO block containing one or more
casts terminated.  To fix, split the cast hash table into two parts,
one that tracks only the plancache's CachedExpressions and one that
tracks the expression state trees generated from them.  DO blocks need
their own expression state trees and hence their own version of the
second hash table, but there's no reason they can't share the
CachedExpressions with regular plpgsql functions.

Per report from Ajit Awekar.  Back-patch to v12 where the issue
was introduced.

Tom Lane d3d53f955c Add a way to get the current function's OID in pl/pgsql.
Invent "GET DIAGNOSTICS oid_variable = PG_ROUTINE_OID".
This is useful for avoiding the maintenance nuisances that come
with embedding a function's name in its body, as one might do
for logging purposes for example.  Typically users would cast the
result to regproc or regprocedure to get something human-readable,
but we won't pre-judge whether that's appropriate.

Daniel Gustafsson d435f15fff Add SysCacheGetAttrNotNull for guaranteed not-null attrs
When extracting an attr from a cached tuple in the syscache with
SysCacheGetAttr the isnull parameter must be checked in case the
attr cannot be NULL.  For cases when this is known beforehand, a
wrapper is introduced which perform the errorhandling internally
on behalf of the caller, invoking an elog in case of a NULL attr.

David Rowley 5352ca22e0 Rename force_parallel_mode to debug_parallel_query
force_parallel_mode is meant to be used to allow us to exercise the
parallel query infrastructure to ensure that it's working as we expect.
It seems some users think this GUC is for forcing the query planner into
picking a parallel plan regardless of the costs.  A quick look at the
documentation would have made them realize that they were wrong, but the
GUC is likely too conveniently named which, evidently, seems to often
result in users expecting that it forces the planner into usefully
parallelizing queries.

Here we rename the GUC to something which casual users are less likely to
mistakenly think is what they need to make their query run more quickly.

For now, the old name can still be used.  We'll revisit if the old name
mapping can be removed once the buildfarm configs are all updated.

Peter Eisentraut 54a177a948 Remove useless casts to (void *) in hash_search() calls
Some of these appear to be leftovers from when hash_search() took a
char * argument (changed in 5999e78fc4).

Since after this there is some more horizontal space available, do
some light reformatting where suitable.

Dean Rasheed faff8f8e47 Allow underscores in integer and numeric constants.
This allows underscores to be used in integer and numeric literals,
and their corresponding type input functions, for visual grouping.
For example:

    1_500_000_000
    3.14159_26535_89793
    0xffff_ffff
    0b_1001_0001

A single underscore is allowed between any 2 digits, or immediately
after the base prefix indicator of non-decimal integers, per SQL:202x
draft.

Tom Lane d747dc85ae In plpgsql, don't preassign portal names to bound cursor variables.
A refcursor variable that is bound to a specific query (by declaring
it with "CURSOR FOR") now chooses a portal name in the same way as an
unbound, plain refcursor variable.  Its string value starts out as
NULL, and unless that's overridden by manual assignment, it will be
replaced by a unique-within-session portal name during OPEN.

The previous behavior was to initialize such variables to contain
their own name, resulting in that also being the portal name unless
the user overwrote it before OPEN.  The trouble with this is that
it causes failures due to conflicting portal names if the same
cursor variable name is used in different functions.  It is pretty
non-orthogonal to have bound and unbound refcursor variables behave
differently on this point, too, so let's change it.

This change can cause compatibility problems for applications that
open a bound cursor in a plpgsql function and then use it in the
calling code without explicitly passing back the refcursor value
(portal name).  If the calling code simply assumes that the portal
name matches the called function's variable name, it will now fail.
That can be fixed by explicitly assigning a string value to the
refcursor variable before OPEN, e.g.

    DECLARE myc CURSOR FOR SELECT ...;
    BEGIN
      myc := 'myc';  -- add this
      OPEN myc;

We have no documentation examples showing the troublesome usage
pattern, so we can hope it's rare in practice.

Tom Lane 858e776c84 Convert the reg* input functions to report (most) errors softly.
This is not really complete, but it catches most cases of practical
interest.  The main omissions are:

* regtype, regprocedure, and regoperator parse type names by
calling the main grammar, so any grammar-detected syntax error
will still be a hard error.  Also, if one includes a type
modifier in such a type specification, errors detected by the
typmodin function will be hard errors.

* Lookup errors are handled just by passing missing_ok = true
to the relevant catalog lookup function.  Because we've used
quite a restrictive definition of "missing_ok", this means that
edge cases such as "the named schema exists, but you lack
USAGE permission on it" are still hard errors.

It would make sense to me to replace most/all missing_ok
parameters with an escontext parameter and then allow these
additional lookup failure cases to be trapped too.  But that's
a job for some other day.

Tom Lane 407b50f2d4 Store GUC data in a memory context, instead of using malloc().
The only real argument for using malloc directly was that we needed
the ability to not throw error on OOM; but mcxt.c grew that feature
awhile ago.

Keeping the data in a memory context improves accountability and
debuggability --- for example, without this it's almost impossible
to detect memory leaks in the GUC code with anything less costly
than valgrind.  Moreover, the next patch in this series will add a
hash table for GUC lookup, and it'd be pretty silly to be using
palloc-dependent hash facilities alongside malloc'd storage of the
underlying data.

This is a bit invasive though, in particular causing an API break
for GUC check hooks that want to modify the GUC's value or use an
"extra" data structure.  They must now use guc_malloc() and
guc_free() instead of malloc() and free().  Failure to change
affected code will result in assertion failures or worse; but
thanks to recent effort in the mcxt infrastructure, it shouldn't
be too hard to diagnose such oversights (at least in assert-enabled
builds).

One note is that this changes ParseLongOption() to return short-lived
palloc'd not malloc'd data.  There wasn't any caller for which the
previous definition was better.

Andres Freund e5555657ba meson: Add support for building with precompiled headers
This substantially speeds up building for windows, due to the vast amount of
headers included via windows.h. A cross build from linux targetting mingw goes
from

994.11user 136.43system 0:31.58elapsed 3579%CPU
to
422.41user 89.05system 0:14.35elapsed 3562%CPU

The wins on windows are similar-ish (but I don't have a system at hand just
now for actual numbers). Targetting other operating systems the wins are far
smaller (tested linux, macOS, FreeBSD).

For now precompiled headers are disabled by default, it's not clear how well
they work on all platforms. E.g. on FreeBSD gcc doesn't seem to have working
support, but clang does.

When doing a full build precompiled headers are only beneficial for targets
with multiple .c files, as meson builds a separate precompiled header for each
target (so that different compilation options take effect). This commit
therefore only changes target with at least two .c files to use precompiled
headers.

Because this commit adds b_pch=false to the default_options new build
directories will have precompiled headers disabled by default, however
existing build directories will continue use the default value of b_pch, which
is true.

Note that using precompiled headers with ccache requires setting
CCACHE_SLOPPINESS=pch_defines,time_macros to get hits.

Andres Freund 902ab2fcef meson: Add windows resource files
The generated resource files aren't exactly the same ones as the old
buildsystems generate. Previously "InternalName" and "OriginalFileName" were
mostly wrong / not set (despite being required), but that was hard to fix in
at least the make build. Additionally, the meson build falls back to a
"auto-generated" description when not set, and doesn't set it in a few cases -
unlikely that anybody looks at these descriptions in detail.

Tom Lane 3853664265 Introduce GUC_NO_RESET flag.
Previously, the transaction-property GUCs such as transaction_isolation
could be reset after starting a transaction, because we marked them
as GUC_NO_RESET_ALL but still allowed a targeted RESET.  That leads to
assertion failures or worse, because those properties aren't supposed
to change after we've acquired a transaction snapshot.

There are some NO_RESET_ALL variables for which RESET is okay, so
we can't just redefine the semantics of that flag.  Instead introduce
a separate GUC_NO_RESET flag.  Mark "seed", as well as the transaction
property GUCs, as GUC_NO_RESET.

We have to disallow GUC_ACTION_SAVE as well as straight RESET, because
otherwise a function having a "SET transaction_isolation" clause can
still break things: the end-of-function restore action is equivalent
to a RESET.

No back-patch, as it's conceivable that someone is doing something
this patch will forbid (like resetting one of these GUCs at transaction
start, or "CREATE FUNCTION ... SET transaction_read_only = 1") and not
running into problems with it today.  Given how long we've had this
issue and not noticed, the side effects in non-assert builds can't be
too serious.

Andres Freund e6927270cd meson: Add initial version of meson based build system
Autoconf is showing its age, fewer and fewer contributors know how to wrangle
it. Recursive make has a lot of hard to resolve dependency issues and slow
incremental rebuilds. Our home-grown MSVC build system is hard to maintain for
developers not using Windows and runs tests serially. While these and other
issues could individually be addressed with incremental improvements, together
they seem best addressed by moving to a more modern build system.

After evaluating different build system choices, we chose to use meson, to a
good degree based on the adoption by other open source projects.

We decided that it's more realistic to commit a relatively early version of
the new build system and mature it in tree.

This commit adds an initial version of a meson based build system. It supports
building postgres on at least AIX, FreeBSD, Linux, macOS, NetBSD, OpenBSD,
Solaris and Windows (however only gcc is supported on aix, solaris). For
Windows/MSVC postgres can now be built with ninja (faster, particularly for
incremental builds) and msbuild (supporting the visual studio GUI, but
building slower).

Several aspects (e.g. Windows rc file generation, PGXS compatibility, LLVM
bitcode generation, documentation adjustments) are done in subsequent commits
requiring further review. Other aspects (e.g. not installing test-only
extensions) are not yet addressed.

When building on Windows with msbuild, builds are slower when using a visual
studio version older than 2019, because those versions do not support
MultiToolTask, required by meson for intra-target parallelism.

The plan is to remove the MSVC specific build system in src/tools/msvc soon
after reaching feature parity. However, we're not planning to remove the
autoconf/make build system in the near future. Likely we're going to keep at
least the parts required for PGXS to keep working around until all supported
versions build with meson.

Peter Geoghegan a601366a46 Harmonize more parameter names in bulk.
Make sure that function declarations use names that exactly match the
corresponding names from function definitions in optimizer, parser,
utility, libpq, and "commands" code, as well as in remaining library
code.  Do the same for all code related to frontend programs (with the
exception of pg_dump/pg_dumpall related code).

Like other recent commits that cleaned up function parameter names, this
commit was written with help from clang-tidy.  Later commits will handle
ecpg and pg_dump/pg_dumpall.

Tom Lane bfd6b3bc4e Improve plpgsql's ability to handle arguments declared as RECORD.
Treat arguments declared as RECORD as if that were a polymorphic type
(which it is, sort of), in that we substitute the actual argument type
while forming the function cache lookup key.  This allows the specific
composite type to be known in some cases where it was not before,
at the cost of making a separate function cache entry for each named
composite type that's passed to the function during a session.  The
particular symptom discussed in bug #17610 could be solved in other
more-efficient ways, but only at the cost of considerable development
work, and there are other cases where we'd still fail without this.

Per bug #17610 from Martin Jurča.  Back-patch to v11 where we first
allowed plpgsql functions to be declared as taking type RECORD.

John Naylor b086a47a27 Bump minimum version of Bison to 2.3
Since the retirement of some older buildfarm members, the oldest Bison
that gets regular testing is 2.3. MacOS ships that version, and will
continue doing so for the forseeable future because of Apple's policy
regarding GPLv3. While Mac users could use a package manager to install
a newer version, there is no compelling reason to force them do so at
this time.

Add PGDLLEXPORTS to some plpgsql function declarations
After -fvisibility=hidden was added by 089480c077, plpgsql_check no
longer works; this quick hack fixes it.  It would be better to
restructure the plpgsql.h header so that this doesn't look as random,
but we can leave that for another day.

The backend already used a mechanically-generated list of *.c files,
but everywhere else we had a manually-written-out list of files in
which to seek translatable messages.  Commit b0a55e432 contains the
latest in a long line of failures to update those lists.  Rather than
manually fix its oversight, let's change to using "$(wildcard *.c)"
in all these nls.mk files.

Many of these files also have manual references to some *.c files
in other directories, most often src/common/.  Perhaps we should try
to improve that situation too; but it's a bit less clear how, so for
now just fix the local file references.

Peter Eisentraut 88dad06b47 NLS: Put list of available languages into LINGUAS files
This moves the list of available languages from nls.mk into a separate
file called po/LINGUAS.  Advantages:

- It keeps the parts notionally managed by programmers (nls.mk)
  separate from the parts notionally managed by translators (LINGUAS).

- It's the standard practice recommended by the Gettext manual
  nowadays.

- The Meson build system also supports this layout (and of course
  doesn't know anything about our custom nls.mk), so this would enable
  sharing the list of languages between the two build systems.

(The MSVC build system currently finds all po files by globbing, so it
is not affected by this change.)

Tom Lane ccd10a9bfa Tighten enforcement of variable CONSTANT markings in plpgsql.
I noticed that plpgsql would allow assignment of a new value to a
variable even when that variable is marked CONSTANT, if the variable
is used as an output parameter in CALL or is a refcursor variable
that OPEN assigns a new value to.  Fix these oversights.

In the CALL case, the check has to be done at runtime because we
cannot know at parse time which parameters are OUT parameters.
For OPEN, it seems best to likewise enforce at runtime because
then we needn't throw error if the variable has a nonnull value
(since OPEN will only try to overwrite a null value).

Although this is surely a bug fix, no back-patch: it seems unlikely
that anyone would thank us for breaking formerly-working code in
minor releases.

Tom Lane 53ef6c40f1 Expose a few more PL/pgSQL functions to debugger plugins.
Add exec_assign_value, exec_eval_datum, and exec_cast_value
to the set of functions a PL/pgSQL debugger plugin can
conveniently call.  This allows more convenient manipulation
of the values of PL/pgSQL function variables.

Add support for MERGE SQL command
MERGE performs actions that modify rows in the target table using a
source table or query. MERGE provides a single SQL statement that can
conditionally INSERT/UPDATE/DELETE rows -- a task that would otherwise
require multiple PL statements.  For example,

WHEN MATCHED THEN

MERGE works with regular tables, partitioned tables and inheritance
hierarchies, including column and row security enforcement, as well as
support for row and statement triggers and transition tables therein.

MERGE is optimized for OLTP and is parameterizable, though also useful
for large scale ETL/ELT. MERGE is not intended to be used in preference
to existing single SQL commands for INSERT, UPDATE or DELETE since there
is some overhead.  MERGE can be used from PL/pgSQL.

MERGE does not support targetting updatable views or foreign tables, and
RETURNING clauses are not allowed either.  These limitations are likely
fixable with sufficient effort.  Rewrite rules are also not supported,
but it's not clear that we'd want to support them.

Tom Lane 2e517818f4 Fix SPI's handling of errors during transaction commit.
SPI_commit previously left it up to the caller to recover from any error
occurring during commit.  Since that's complicated and requires use of
low-level xact.c facilities, it's not too surprising that no caller got
it right.  Let's move the responsibility for cleanup into spi.c.  Doing
that requires redefining SPI_commit as starting a new transaction, so
that it becomes equivalent to SPI_commit_and_chain except that you get
default transaction characteristics instead of preserving the prior
transaction's characteristics.  We can make this pretty transparent
API-wise by redefining SPI_start_transaction() as a no-op.  Callers
that expect to do something in between might be surprised, but
available evidence is that no callers do so.

Having made that API redefinition, we can fix this mess by having
SPI_commit[_and_chain] trap errors and start a new, clean transaction
before re-throwing the error.  Likewise for SPI_rollback[_and_chain].
Some cleanup is also needed in AtEOXact_SPI, which was nowhere near
smart enough to deal with SPI contexts nested inside a committing
context.

While plperl and pltcl need no changes beyond removing their now-useless
SPI_start_transaction() calls, plpython needs some more work because it
hadn't gotten the memo about catching commit/rollback errors in the
first place.  Such an error resulted in longjmp'ing out of the Python
interpreter, which leaks Python stack entries at present and is reported
to crash Python 3.11 altogether.  Add the missing logic to catch such
errors and convert them into Python exceptions.

We are probably going to have to back-patch this once Python 3.11 ships,
but it's a sufficiently basic change that I'm a bit nervous about doing
so immediately.  Let's let it bake awhile in HEAD first.

Michael Paquier e77216fcb0 Simplify more checks related to set-returning functions
This makes more consistent the SRF-related checks in the area of
PL/pgSQL, PL/Perl, PL/Tcl, pageinspect and some of the JSON worker
functions, making it easier to grep for the same error patterns through
the code, reducing a bit the translation work.

It is worth noting that each_worker_jsonb()/each_worker() in jsonfuncs.c
and pageinspect's brin_page_items() were doing a check on expectedDesc
that is not required as they fetch their tuple descriptor directly from
get_call_result_type().  This looks like a set of copy-paste errors that
have spread over the years.

This commit is a continuation of the changes begun in 07daca5, for any
remaining code paths on sight.  Like fcc2817, this makes the code more
consistent, easing the integration of a larger patch that will refactor
the way tuplestores are created and checked in a good portion of the
set-returning functions present in core.

I have worked my way through the changes of this patch by myself, and
Ranier has proposed the same changes in a different thread in parallel,
though there were some inconsistencies related in expectedDesc in what
was proposed by him.

Tom Lane 88103567cb Disallow setting bogus GUCs within an extension's reserved namespace.
Commit 75d22069e tried to throw a warning for setting a custom GUC whose
prefix belongs to a previously-loaded extension, if there is no such GUC
defined by the extension.  But that caused unstable behavior with
parallel workers, because workers don't necessarily load extensions and
GUCs in the same order their leader did.  To make that work safely, we
have to completely disallow the case.  We now actually remove any such
GUCs at the time of initial extension load, and then throw an error not
just a warning if you try to add one later.  While this might create a
compatibility issue for a few people, the improvement in error-detection
capability seems worth it; it's hard to believe that there's any good
use-case for choosing such GUC names.

This also un-reverts 5609cc01c (Rename EmitWarningsOnPlaceholders() to
MarkGUCPrefixReserved()), since that function's old name is now even
more of a misnomer.

Tom Lane d1029bb5a2 Remove dynamic translation of regression test scripts, step 1.
pg_regress has long had provisions for dynamically substituting path
names into regression test scripts and result files, but use of that
feature has always been a serious pain in the neck, mainly because
updating the result files requires tedious manual editing.  Let's
get rid of that in favor of passing down the paths in environment
variables.

In addition to being easier to maintain, this way is capable of
dealing with path names that require escaping at runtime, for example
paths containing single-quote marks.  (There are other stumbling
blocks in the way of actually building in a path that looks like
that, but removing this one seems like a good thing to do.)  The key
coding rule that makes that possible is to concatenate pieces of a
dynamically-variable string using psql's \set command, and then use
the :'variable' notation to quote and escape the string for the next
level of interpretation.

In hopes of making this change more transparent to "git blame",
I've split it into two steps.  This commit adds the necessary
pg_regress.c support and changes all the *.source files in-place
so that they no longer require any dynamic translation.  The next
commit will just "git mv" them into the regular sql/ and expected/
directories.

Tom Lane acb2d7d5d2 plpgsql: report proper line number for errors in variable initialization.
Previously, we pointed at the surrounding block's BEGIN keyword.
If there are multiple variables being initialized in a DECLARE section,
this isn't good enough: it can be quite confusing and unhelpful.
We do know where the variable's declaration started, so it just takes
a tiny bit more error-reporting infrastructure to use that.

Tom Lane a0558cfa39 Fix checking of query type in plpgsql's RETURN QUERY command.
Prior to v14, we insisted that the query in RETURN QUERY be of a type
that returns tuples.  (For instance, INSERT RETURNING was allowed,
but not plain INSERT.)  That happened indirectly because we opened a
cursor for the query, so spi.c checked SPI_is_cursor_plan().  As a
consequence, the error message wasn't terribly on-point, but at least
it was there.

Commit 2f48ede08 lost this detail.  Instead, plain RETURN QUERY
insisted that the query be a SELECT (by checking for SPI_OK_SELECT)
while RETURN QUERY EXECUTE failed to check the query type at all.
Neither of these changes was intended.

The only convenient place to check this in the EXECUTE case is inside
_SPI_execute_plan, because we haven't done parse analysis until then.
So we need to pass down a flag saying whether to enforce that the
query returns tuples.  Fortunately, we can squeeze another boolean
into struct SPIExecuteOptions without an ABI break, since there's
padding space there.  (It's unlikely that any extensions would
already be using this new struct, but preserving ABI in v14 seems
like a smart idea anyway.)

Within spi.c, it seemed like _SPI_execute_plan's parameter list
was already ridiculously long, and I didn't want to make it longer.
So I thought of passing SPIExecuteOptions down as-is, allowing that
parameter list to become much shorter.  This makes the patch a bit
more invasive than it might otherwise be, but it's all internal to
spi.c, so that seems fine.

Per report from Marc Bachmann.  Back-patch to v14 where the
faulty code came in.

Tom Lane 7b5d4c29ed Fix Portal snapshot tracking to handle subtransactions properly.
Commit 84f5c2908 forgot to consider the possibility that
EnsurePortalSnapshotExists could run inside a subtransaction with
lifespan shorter than the Portal's.  In that case, the new active
snapshot would be popped at the end of the subtransaction, leaving
a dangling pointer in the Portal, with mayhem ensuing.

To fix, make sure the ActiveSnapshot stack entry is marked with
the same subtransaction nesting level as the associated Portal.
It's certainly safe to do so since we won't be here at all unless
the stack is empty; hence we can't create an out-of-order stack.

Let's also apply this logic in the case where PortalRunUtility
sets portalSnapshot, just to be sure that path can't cause similar
problems.  It's slightly less clear that that path can't create
an out-of-order stack, so add an assertion guarding it.

Tom Lane 4476bcb877 Fix misevaluation of STABLE parameters in CALL within plpgsql.
Before commit 84f5c2908, a STABLE function in a plpgsql CALL
statement's argument list would see an up-to-date snapshot,
because exec_stmt_call would push a new snapshot.  I got rid of
that because the possibility of the snapshot disappearing within
COMMIT made it too hard to manage a snapshot across the CALL
statement.  That's fine so far as the procedure itself goes,
but I forgot to think about the possibility of STABLE functions
within the CALL argument list.  As things now stand, those'll
be executed with the Portal's snapshot as ActiveSnapshot,
keeping them from seeing updates more recent than Portal startup.

(VOLATILE functions don't have a problem because they take their
own snapshots; which indeed is also why the procedure itself
doesn't have a problem.  There are no STABLE procedures.)

We can fix this by pushing a new snapshot transiently within
ExecuteCallStmt itself.  Popping the snapshot before we get
into the procedure proper eliminates the management problem.
The possibly-useless extra snapshot-grab is slightly annoying,
but it's no worse than what happened before 84f5c2908.

Per bug #17199 from Alexander Nawratil.  Back-patch to v11,
like the previous patch.

Tom Lane 1bf2518dd6 Fix EXIT out of outermost block in plpgsql.
Ordinarily, using EXIT this way would draw "control reached end of
function without RETURN".  However, if the function is one where we
don't require an explicit RETURN (such as a DO block), that should
not happen.  It did anyway, because add_dummy_return() neglected to
account for the case.

Tom Lane 26ae660903 Improve error messages about misuse of SELECT INTO.
Improve two places in plpgsql, and one in spi.c, where an error
message would confusingly tell you that you couldn't use a SELECT
query, when what you had written *was* a SELECT query.  The actual
problem is that you can't use SELECT ... INTO in these contexts,
but the messages failed to make that apparent.  Special-case
SELECT INTO to make these errors more helpful.

Also, fix the same spots in plpgsql, as well as several messages
in exec_eval_expr(), to not quote the entire complained-of query or
expression in the primary error message.  That behavior very easily
led to violating our message style guideline about keeping the primary
error message short and single-line.  Also, since the important part
of the message was after the inserted text, it could make the real
problem very hard to see.  We can report the query or expression as
the first line of errcontext instead.

Per complaint from Roger Mason.  Back-patch to v14, since (a) some
of these messages are new in v14 and (b) v14's translatable strings
are still somewhat in flux.  The problem's older than that of
course, but I'm hesitant to change the behavior further back.

Tom Lane d9809bf869 Fix corner-case uninitialized-variable issues in plpgsql.
If an error was raised during our initial attempt to check whether
a successfully-compiled expression is "simple", subsequent calls of
exec_stmt_execsql would suppose that stmt->mod_stmt was already computed
when it had not been.  This could lead to assertion failures in debug
builds; in production builds the effect would typically be to act as
if INTO STRICT had been specified even when it had not been.  Of course
that only matters if the subsequent attempt to execute the expression
succeeds, so that the problem can only be reached by fixing a failure
in some referenced, inline-able SQL function and then retrying the
calling plpgsql function in the same session.

(There might be even-more-obscure ways to change the expression's
behavior without changing the plpgsql function, but that one seems
like the only one people would be likely to hit in practice.)

The most foolproof way to fix this would be to arrange for
exec_prepare_plan to not set expr->plan until we've finished the
subsidiary simple-expression check.  But it seems hard to do that
without creating reference-count leak issues.  So settle for documenting
the hazard in a comment and fixing exec_stmt_execsql to test separately
for whether it's computed stmt->mod_stmt.  (That adds a test-and-branch
per execution, but hopefully that's negligible in context.)  In v11 and
up, also fix exec_stmt_call which had a variant of the same issue.
