Tom Lane e04a8059a7 Simplify declaring variables exported from libpgcommon and libpgport.
This reverts commits c2d1eea9e and 11b500072, as well as similar hacks
elsewhere, in favor of setting up the PGDLLIMPORT macro so that it can
just be used unconditionally.  That can work because in frontend code,
we need no marking in either the defining or consuming files for a
variable exported from these libraries; and frontend code has no need
to access variables exported from the core backend, either.

While at it, write some actual documentation about the PGDLLIMPORT
and PGDLLEXPORT macros.

Patch by me, based on a suggestion from Robert Haas.

Andrew Gierth 72880ac182 Cygwin and Mingw floating-point fixes.
Deal with silent-underflow errors in float4 for cygwin and mingw by
using our strtof() wrapper; deal with misrounding errors by adding
them to the resultmap. Some slight reorganization of declarations was
done to avoid duplicating material between cygwin.h and win32_port.h.

While here, remove from the resultmap all references to
float8-small-is-zero; inspection of cygwin output suggests it's no
longer required there, and the freebsd/netbsd/openbsd entries should
no longer be necessary (these date back to c. 2000). This commit
doesn't remove the file itself nor the documentation references for
it; that will happen in a subsequent commit if all goes well.

Itagaki Takahiro 844ed5dc97 Don't use __declspec (dllimport) for PGDLLEXPORT to reduce warnings
by gcc version 4 on mingw and cygwin. We don't use dllexport here
because dllexport and dllwrap don't work well together.

Itagaki Takahiro e54b0cba96 PGDLLEXPORT is __declspec (dllexport) only on MSVC,
but is __declspec (dllimport) on other compilers
because cygwin and mingw don't like dllexport.

Itagaki Takahiro 77e50a61ff Mark PG_MODULE_MAGIC and PG_FUNCTION_INFO_V1 with PGDLLEXPORT
independently from BUILDING_DLL. It is always __declspec(dllexport).

Peter Eisentraut 1a7f4ed525 Make "win" a separate port from "cygwin". This means you can now
configure under native Windows (MinGW that is), but you won't get very far
compiling yet.  The dynaloader files are from Jan Wieck's patch set.
