Run pgindent, pgperltidy, and reformat-dat-files.
This set of diffs is a bit larger than typical. We've updated to
pg_bsd_indent 2.1.2, which properly indents variable declarations that
have multi-line initialization expressions (the continuation lines are
now indented one tab stop). We've also updated to perltidy version
20230309 and changed some of its settings, which reduces its desire to
add whitespace to lines to make assignments etc. line up. Going
forward, that should make for fewer random-seeming changes to existing
code.

Since its introduction in bbe0a81, compression of table data supports
LZ4, but nothing had been done within the MSVC scripts to allow users to
build the code with this library.
This commit closes the gap by extending the MSVC scripts to be able to
build optionally with LZ4. Getting libraries that can be used for
compilation and execution is possible as LZ4 can be compiled down to
MSVC 2010 using its source tarball. MinGW may require extra efforts to
be able to work, and I have been able to test this only with MSVC, still
this is better than nothing to give users a way to test the feature on
Windows.

This is a replacement for the existing --with-openssl, extending the
logic to make easier the addition of new SSL libraries. The grammar is
chosen to be similar to --with-uuid, where multiple values can be
chosen, with "openssl" as the only supported value for now.
The original switch, --with-openssl, is kept for compatibility.

This build option was once useful to maintain compatibility with
version-0 functions, but those are no longer supported, so this option
is no longer useful for end users. We keep the option available to
developers in pg_config_manual.h so that it is easy to test the
pass-by-reference code paths without having to fire up a 32-bit
machine.

In configure scripts, --with-ossp-uuid is obsolete is replaced by
--with-uuid, and it needs to specify a path to its library builds when
building with the MSVC scripts. --with-perl needs also to specify a
path.

Per discussion, the time has come to do this. The handwriting has been
on the wall at least since 9.0 that this would happen someday, whenever
it got to be too much of a burden to support the float-timestamp option.
The triggering factor now is the discovery that there are multiple bugs
in the code that attempts to implement use of integer timestamps in the
replication protocol even when the server is built for float timestamps.
The internal float timestamps leak into the protocol fields in places.
While we could fix the identified bugs, there's a very high risk of
introducing more. Trying to build a wall that would positively prevent
mixing integer and float timestamps is more complexity than we want to
undertake to maintain a long-deprecated option. The fact that these
bugs weren't found through testing also indicates a lack of interest
in float timestamps.
This commit disables configure's --disable-integer-datetimes switch
(it'll still accept --enable-integer-datetimes, though), removes direct
references to USE_INTEGER_DATETIMES, and removes discussion of float
timestamps from the user documentation. A considerable amount of code is
rendered dead by this, but removing that will occur as separate mop-up.

This makes the flag more visible for testers using the default file as a
template, increasing the likelyhood that the test suite will be run.
Also have the flag be displayed in the fake "configure" output, if set.
This patch is two new lines only, but perltidy decides to shift things
around which makes it appear a bit bigger.

This is a long-standing inconsistency that was probably just missed when
we got 64 bit MSVC builds. This brings the platform into line with all
other systems.
This refactoring is in preparation for adding support for other SSL
implementations, with no user-visible effects. There are now two #defines,
USE_OPENSSL which is defined when building with OpenSSL, and USE_SSL which
is defined when building with any SSL implementation. Currently, OpenSSL is
the only implementation so the two #defines go together, but USE_SSL is
supposed to be used for implementation-independent code.
The libpq SSL code is changed to use a custom BIO, which does all the raw
I/O, like we've been doing in the backend for a long time. That makes it
possible to use MSG_NOSIGNAL to block SIGPIPE when using SSL, which avoids
a couple of syscall for each send(). Probably doesn't make much performance
difference in practice - the SSL encryption is expensive enough to mask the
effect - but it was a natural result of this refactoring.

krb5 has been deprecated since 8.3, and the recommended way to do
Kerberos authentication is using the GSSAPI authentication method
(which is still fully supported).
libpq retains the ability to identify krb5 authentication, but only
gives an error message about it being unsupported. Since all authentication
is initiated from the backend, there is no need to keep it at all
in the backend.
and allow using config.pl to override the defaults. config.pl is removed from
the repository, so changes there will no longer show up when doing diff, and
will not prevent switching branches and such things.
config.pl would normally be used to override single values, but if an
old-style config.pl is read, it will override the entire default configuration,
making it backwards compatible.
