8df283d25a Update CVS documentation to be more current and add documentation about 
git mirror.

Remove information about cvsup and documentation that's more about cvs
than our use of cvs.

Backpatch to 8.4 so we get the git information up on the website as
soon as possible.

8d355d7bbf Fix the makefiles to fail cleanly if Perl is needed but not present. This 
used to work as intended, but got broken some time ago (a quoted empty string
is not an empty string), and got broken some more by the changes to generate
ecpg's preproc.y automatically.  Given all the unprotected uses of $(PERL)
elsewhere, it seems best to make use of the $(missing) script rather than
trying to ensure each such use is protected individually.  Also fix various
bits of documentation that omitted to mention Perl as a requirement for
building from a CVS pull.  Per a complaint from Robert Haas.

a134ee3379 Update documentation on may/can/might: 
Standard English uses "may", "can", and "might" in different ways:

        may - permission, "You may borrow my rake."

        can - ability, "I can lift that log."

        might - possibility, "It might rain today."

Unfortunately, in conversational English, their use is often mixed, as
in, "You may use this variable to do X", when in fact, "can" is a better
choice.  Similarly, "It may crash" is better stated, "It might crash".

Also update two error messages mentioned in the documenation to match.

be4dbd9b26 Remove a bunch of antique information from the appendix in the docs 
that discusses CVS. Remove the recommendation to use cvs 1.10. Remove
discussion of alleged CVSup binaries on postgresql.org, because they
have not existed for several years. Remove discussion of how to
build cvsup from source because the existing text is outdated, and
more accurate information is available from the CVSup homepage.

0e2f88a6d5 We don't put URL's in ulink's because the URL is always generated, but 
we can put words in ulink and the URL will still be printed.

64b5789497 This is a little patch to correct the documentation on CVS. The URL for 
downloading CVS at cyclic.com site is long defunct, and I changed the text
to not overtly recommend CVS 1.10, a now fairly old version.

Mention SQL9x precision syntax for date/time types.
Use PostgreSQL consistantly throughout docs. Before, usage was split evenly
 between Postgres and PostgreSQL.

Add an appendix with more details on date/time attributes and handling.
Update most references to Postgres version numbers to 6.5,
 *except* for the porting list which will require a report
 from a successful installation to be updated.
