Bruce Momjian 5f65225fa3 Todo items:
Add ALTER SEQUENCE to modify min/max/increment/cache/cycle values

Also updated create sequence docs to mention NO MINVALUE, & NO MAXVALUE.

New Files:
doc/src/sgml/ref/alter_sequence.sgml
src/test/regress/expected/sequence.out
src/test/regress/sql/sequence.sql

ALTER SEQUENCE is NOT transactional. It behaves similarly to setval().
It matches the proposed SQL200N spec, as well as Oracle in most ways --
Oracle lacks RESTART WITH for some strange reason.

I changed the code to use sizeof - but will wait for a response from
Peter before changing the size. It's consistent throughout the sequence
code to be 100 for this purpose.

Tom Lane a2597ef179 Modify sequence state storage to eliminate dangling-pointer problem
exemplified by bug #671. Moving the storage to relcache turned out to
be a bad idea because relcache might decide to discard the info. Instead,
open and close the relcache entry on each sequence operation, and use
a record of the current XID to discover whether we already hold
AccessShareLock on the sequence.

Tom Lane d4f4b971a4 Sequences are now based on int8, not int4, arithmetic. SERIAL pseudo-type
has an alias SERIAL4 and a sister SERIAL8. SERIAL8 is just the same
except the created column is type int8 not int4.
initdb forced. Note this also breaks any chance of pg_upgrade from 7.1,
unless we hack up pg_upgrade to drop and recreate sequences. (Which is
not out of the question, but I don't wanna do it.)

Tom Lane 3477957b44 Update sequence-related functions to new fmgr style. Remove downcasing,
quote-stripping, and acl-checking tasks for these functions from the
parser, and do them at function execution time instead. This fixes
the failure of pg_dump to produce correct output for nextval(Foo)
used in a rule, and also eliminates the restriction that the argument
of these functions must be a parse-time constant.
