Tom Lane 3b91fe185a Update time zone abbreviation lists for changes missed since 2006.
Most (all?) of Russia has moved to what's effectively year-round daylight
savings time, so that the "standard" zone names now mean an hour later
than they used to.  Update that, notably changing MSK as per recent
complaint from Sergey Konoplev, but also CHOT, GET, IRKT, KGT, KRAT,
MAGT, NOVT, OMST, VLAT, YAKT, YEKT.  The corresponding DST abbreviations
are presumably now obsolete, but I left them in place with their old
definitions, just to reduce any possible breakage from this change.

Also add VOLT (Europe/Volgograd), which for some reason we never had
before, as well as MIST (Antarctica/Macquarie), and fix obsolete
definitions of MAWT, TKT, and WST.

Tom Lane af9a54b663 Add PKST to the default set of timezone abbreviations.
Per discussion, if we have PKT in there then PKST should be too.
Also, fix mistaken claim that these abbrevs are not known to zic.

Tom Lane 03650589d9 Update the tznames reference files, and add IDT (Israel Daylight Time)
to the Default timezone abbreviation set.

Back-port the the current file set to all branches that contain tznames.
This includes adding SGT to the Default set in pre-8.4 releases.

Tom Lane 782d68e38d Put JST back into the default set of timezone abbreviations;
was removed in an unexplainable moment of brain fade.

Tom Lane d8b5c95ca8 Remove hard-wired lists of timezone abbreviations in favor of providing
configuration files that can be altered by a DBA.  The australian_timezones
GUC setting disappears, replaced by a timezone_abbreviations setting (set this
to 'Australia' to get the effect of australian_timezones).  The list of zone
names defined by default has undergone a bit of cleanup, too.  Documentation
still needs some work --- in particular, should we fix Table B-4, or just get
rid of it?  Joachim Wieland, with some editorializing by moi.
