Tom Lane a0b7626268 Simplify release-note links to back branches.
Now that https://www.postgresql.org/docs/release/ is populated,
replace the stopgap text we had under "Prior Releases" with
a pointer to that archive.

Tom Lane 527b5ed1ad Doc: in each release branch, keep only that branch's own release notes.
Historically we've had each release branch include all prior branches'
notes, including minor-release changes, back to the beginning of the
project.  That's basically an O(N^2) proposition, and it was starting to
catch up with us: as of HEAD the back-branch release notes alone accounted
for nearly 30% of the documentation.  While there's certainly some value
in easy access to back-branch notes, this is getting out of hand.

Hence, switch over to the rule that each branch contains only its own
release notes.  So as to not make older notes too hard to find, each
branch will provide URLs for the immediately preceding branches'
release notes on the project website.

There might be value in providing aggregated notes across all branches
somewhere on the website, but that's a task for another day.

Peter Eisentraut 2dedf4d9a8 Integrate recovery.conf into postgresql.conf
recovery.conf settings are now set in postgresql.conf (or other GUC
sources).  Currently, all the affected settings are PGC_POSTMASTER;
this could be refined in the future case by case.

Recovery is now initiated by a file recovery.signal.  Standby mode is
initiated by a file standby.signal.  The standby_mode setting is
gone.  If a recovery.conf file is found, an error is issued.

The trigger_file setting has been renamed to promote_trigger_file as
part of the move.

The documentation chapter "Recovery Configuration" has been integrated
into "Server Configuration".

pg_basebackup -R now appends settings to postgresql.auto.conf and
creates a standby.signal file.

Bruce Momjian 1f7fc7670c doc: JIT is enabled by default in PG 12
JIT was disabled by default in a PG 11 in a separate commit that will
normally not appear in the PG 12 git logs.  Therefore, create a PG 12
document and mention the fact that JIT is enabled by default in this
release.  (A similar change in parallelism was missed in a prior
release.)

Peter Eisentraut a06e56b247 doc: Update redirecting links
Update links that resulted in redirects.  Most are changes from http to
https, but there are also some other minor edits.  (There are still some
redirects where the target URL looks less elegant than the one we
currently have.  I have left those as is.)

Peter Eisentraut c29c578908 Don't use SGML empty tags
For DocBook XML compatibility, don't use SGML empty tags (</>) anymore,
replace by the full tag name.  Add a warning option to catch future
occurrences.

Tom Lane 7f77cbd996 Change documentation references to PG website to use https: not http:
This is more secure, and saves a redirect since we no longer accept
plain HTTP connections on the website.

References in code comments should probably be updated too, but
that doesn't seem to need back-patching, whereas this does.

Also, in the 9.2 branch, remove suggestion that you can get the
source code via FTP, since that service will be shut down soon.

Tom Lane 2895415205 Don't generate plain-text HISTORY and src/test/regress/README anymore.
Providing this information as plain text was doubtless worth the trouble
ten years ago, but it seems likely that hardly anyone reads it in this
format anymore.  And the effort required to maintain these files (in the
form of extra-complex markup rules in the relevant parts of the SGML
documentation) is significant.  So, let's stop doing that and rely solely
on the other documentation formats.

Per discussion, the plain-text INSTALL instructions might still be worth
their keep, so we continue to generate that file.

Rather than remove HISTORY and src/test/regress/README from distribution
tarballs entirely, replace them with simple stub files that tell the reader
where to find the relevant documentation.  This is mainly to avoid possibly
breaking packaging recipes that expect these files to exist.

Back-patch to all supported branches, because simplifying the markup
requirements for release notes won't help much unless we do it in all
branches.

Tom Lane 47ce4c36a7 Remove unportable use of SGML character-code entity.
It'd be nice to be able to spell Jan Urbanski's name with the correct
accent marks, but we haven't yet found a way that works in everybody's
docs toolchain.  This way definitely doesn't.

Tom Lane 008fad58fe Split the release notes into a separate file for each (active) major branch,
as per my recent proposal.  release.sgml itself is now just a stub that should
change rarely; ideally, only once per major release to add a new include line.
Most editing work will occur in the release-N.N.sgml files.  To update a back
branch for a minor release, just copy the appropriate release-N.N.sgml
file(s) into the back branch.

This commit doesn't change the end-product documentation at all, only the
source layout.  However, it makes it easy to start omitting ancient information
from newer branches' documentation, should we ever decide to do that.
