This patch generalizes libpq's existing single-row mode to allow
individual partial-result PGresults to contain up to N rows, rather
than always one row. This reduces malloc overhead compared to plain
single-row mode, and it is very useful for psql's FETCH_COUNT feature,
since otherwise we'd have to add code (and cycles) to either merge
single-row PGresults into a bigger one or teach psql's
results-printing logic to accept arrays of PGresults.
To avoid API breakage, PQsetSingleRowMode() remains the same, and we
add a new function PQsetChunkedRowsMode() to invoke the more general
case. Also, PGresults obtained the old way continue to carry the
PGRES_SINGLE_TUPLE status code, while if PQsetChunkedRowsMode() is
used then their status code is PGRES_TUPLES_CHUNK. The underlying
logic is the same either way, though.

I disabled it in cc6e64afda because it was unstable; hopefully the
changes here make it more stable. (Jelte proposed to submit the queries
using simple query protocol, but I chose to instead make the monitor
connection wait until the PgSleep wait event is seen. This is probably
not a terribly meaningful increase in coverage ...)

The newly introduced cancel test in libpq_pipeline was flaky. It's not
completely clear why, but one option is that the check for "active" was
actually seeing the active state for the previous query. This change
should address any such race condition by first waiting until the
connection is reported as idle.

The existing PQcancel API uses blocking IO, which makes PQcancel
impossible to use in an event loop based codebase without blocking the
event loop until the call returns. It also doesn't encrypt the
connection over which the cancel request is sent, even when the original
connection required encryption.
This commit adds a PQcancelConn struct and assorted functions, which
provide a better mechanism of sending cancel requests; in particular all
the encryption used in the original connection are also used in the
cancel connection. The main entry points are:
- PQcancelCreate creates the PQcancelConn based on the original
connection (but does not establish an actual connection).
- PQcancelStart can be used to initiate non-blocking cancel requests,
using encryption if the original connection did so, which must be
pumped using
- PQcancelPoll.
- PQcancelReset puts a PQcancelConn back in state so that it can be
reused to send a new cancel request to the same connection.
- PQcancelBlocking is a simpler-to-use blocking API that still uses
encryption.
Additional functions are
- PQcancelStatus, mimicks PQstatus;
- PQcancelSocket, mimicks PQcancelSocket;
- PQcancelErrorMessage, mimicks PQerrorMessage;
- PQcancelFinish, mimicks PQfinish.

Most callers of strerror() are removed from the backend code. The
remaining callers require special handling with a saved errno from a
previous system call. The frontend code still needs strerror() where
error states need to be handled outside of fprintf.
Note that pg_regress is not changed to use %m as the TAP output may
clobber errno, since those functions call fprintf() and friends before
evaluating the format string.
Support for %m in src/port/snprintf.c has been added in d6c55de1f9,
hence all the stable branches currently supported include it.

This new function is equivalent to PQpipelineSync(), except that it does
not flush anything to the server except if the size threshold of the
output buffer is reached; the user must subsequently call PQflush()
instead.
Its purpose is to reduce the system call overhead of pipeline mode, by
giving to applications more control over the timing of the flushes when
manipulating commands in pipeline mode.

There are a lot of Perl scripts in the tree, mostly code generation
and TAP tests. Occasionally, these scripts produce warnings. These
are probably always mistakes on the developer side (true positives).
Typical examples are warnings from genbki.pl or related when you make
a mess in the catalog files during development, or warnings from tests
when they massage a config file that looks different on different
hosts, or mistakes during merges (e.g., duplicate subroutine
definitions), or just mistakes that weren't noticed because there is a
lot of output in a verbose build.
This changes all warnings into fatal errors, by replacing
use warnings;
by
use warnings FATAL => 'all';
in all Perl files.

Since C99, there can be a trailing comma after the last value in an
enum definition. A lot of new code has been introducing this style on
the fly. Some new patches are now taking an inconsistent approach to
this. Some add the last comma on the fly if they add a new last
value, some are trying to preserve the existing style in each place,
some are even dropping the last comma if there was one. We could
nudge this all in a consistent direction if we just add the trailing
commas everywhere once.
I omitted a few places where there was a fixed "last" value that will
always stay last. I also skipped the header files of libpq and ecpg,
in case people want to use those with older compilers. There were
also a small number of cases where the enum type wasn't used anywhere
(but the enum values were), which ended up confusing pgindent a bit,
so I left those alone.

The "send" routines are non-blocking versions of the two others.
Close messages are part of the protocol but they did not have a libpq
implementation. And, having these routines is for instance useful with
connection poolers as these can detect more easily Close messages
than DEALLOCATE queries.
The implementation takes advantage of what the Describe routines rely on
for portals and statements. Some regression tests are added in
libpq_pipeline, for the four new routines, by closing portals and
statements created already by the tests.

One of the tests for the pipeline mode with portal description expects a
non-NULL PQgetResult, but used an incorrect error message on failure,
telling that PQgetResult being NULL was the expected result.

Run pgindent, pgperltidy, and reformat-dat-files.
This set of diffs is a bit larger than typical. We've updated to
pg_bsd_indent 2.1.2, which properly indents variable declarations that
have multi-line initialization expressions (the continuation lines are
now indented one tab stop). We've also updated to perltidy version
20230309 and changed some of its settings, which reduces its desire to
add whitespace to lines to make assignments etc. line up. Going
forward, that should make for fewer random-seeming changes to existing
code.

force_parallel_mode is meant to be used to allow us to exercise the
parallel query infrastructure to ensure that it's working as we expect.
It seems some users think this GUC is for forcing the query planner into
picking a parallel plan regardless of the costs. A quick look at the
documentation would have made them realize that they were wrong, but the
GUC is likely too conveniently named which, evidently, seems to often
result in users expecting that it forces the planner into usefully
parallelizing queries.
Here we rename the GUC to something which casual users are less likely to
mistakenly think is what they need to make their query run more quickly.
For now, the old name can still be used. We'll revisit if the old name
mapping can be removed once the buildfarm configs are all updated.

When a query whose results were requested in single-row mode is the last
in the queue by the time those results are being read, the single-row
flag was not being reset, because we were returning early from
pqPipelineProcessQueue. Move that stanza up so that the flag is always
reset at the end of sending that query's results.
Add a test for the situation.

The generated resource files aren't exactly the same ones as the old
buildsystems generate. Previously "InternalName" and "OriginalFileName" were
mostly wrong / not set (despite being required), but that was hard to fix in
at least the make build. Additionally, the meson build falls back to a
"auto-generated" description when not set, and doesn't set it in a few cases -
unlikely that anybody looks at these descriptions in detail.

The extended query protocol implementation I added in commit
acb7e4eb6b has bugs when used in pipeline mode. Rather than spend
more time trying to fix it, remove that code and make the function rely
on simple query protocol only, meaning it can no longer be used in
pipeline mode.
Users can easily change their applications to use PQsendQueryParams
instead. We leave PQsendQuery in place for Postgres 14, just in case
somebody is using it and has not hit the mentioned bugs; but we should
recommend that it not be used.

The "emulation" I wrote for PQsendQuery in pipeline mode to use extended
query protocol, in commit acb7e4eb6b, is problematic. Due to numerous
bugs we'll soon remove it. As a first step and for all branches back to
14, stop using PQsendQuery in libpq_pipeline. Also remove a few test
lines that will no longer be relevant.

Autoconf is showing its age, fewer and fewer contributors know how to wrangle
it. Recursive make has a lot of hard to resolve dependency issues and slow
incremental rebuilds. Our home-grown MSVC build system is hard to maintain for
developers not using Windows and runs tests serially. While these and other
issues could individually be addressed with incremental improvements, together
they seem best addressed by moving to a more modern build system.
After evaluating different build system choices, we chose to use meson, to a
good degree based on the adoption by other open source projects.
We decided that it's more realistic to commit a relatively early version of
the new build system and mature it in tree.
This commit adds an initial version of a meson based build system. It supports
building postgres on at least AIX, FreeBSD, Linux, macOS, NetBSD, OpenBSD,
Solaris and Windows (however only gcc is supported on aix, solaris). For
Windows/MSVC postgres can now be built with ninja (faster, particularly for
incremental builds) and msbuild (supporting the visual studio GUI, but
building slower).
Several aspects (e.g. Windows rc file generation, PGXS compatibility, LLVM
bitcode generation, documentation adjustments) are done in subsequent commits
requiring further review. Other aspects (e.g. not installing test-only
extensions) are not yet addressed.
When building on Windows with msbuild, builds are slower when using a visual
studio version older than 2019, because those versions do not support
MultiToolTask, required by meson for intra-target parallelism.
The plan is to remove the MSVC specific build system in src/tools/msvc soon
after reaching feature parity. However, we're not planning to remove the
autoconf/make build system in the near future. Likely we're going to keep at
least the parts required for PGXS to keep working around until all supported
versions build with meson.

I happened to notice that libpq_pipeline's private implementation
of pg_fatal lacked any pg_attribute_printf decoration. Indeed,
adding that turned up a mistake! We'd likely never have noticed
because the error exits in this code are unlikely to get hit,
but still, it's a bug.
We're so used to having the compiler check this stuff for us that
a printf-like function without pg_attribute_printf is a land mine.
I wonder if there is a way to detect such omissions.

We were going into IDLE state too soon when executing queries via
PQsendQuery in pipeline mode, causing several scenarios to misbehave in
different ways -- most notably, as reported by Daniele Varrazzo, that a
warning message is produced by libpq:
message type 0x33 arrived from server while idle
But it is also possible, if queries are sent and results consumed not in
lockstep, for the expected mediating NULL result values from PQgetResult
to be lost (a problem which has not been reported, but which is more
serious).
Fix this by introducing two new concepts: one is a command queue element
PGQUERY_CLOSE to tell libpq to wait for the CloseComplete server
response to the Close message that is sent by PQsendQuery. Because the
application is not expecting any PGresult from this, the mechanism to
consume it is a bit hackish.
The other concept, authored by Horiguchi-san, is a PGASYNC_PIPELINE_IDLE
state for libpq's state machine to differentiate "really idle" from
merely "the idle state that occurs in between reading results from the
server for elements in the pipeline". This makes libpq not go fully
IDLE when the libpq command queue contains entries; in normal cases, we
only go IDLE once at the end of the pipeline, when the server response
to the final SYNC message is received. (However, there are corner cases
it doesn't fix, such as terminating the query sequence by
PQsendFlushRequest instead of PQpipelineSync; this sort of scenario is
what requires PGQUERY_CLOSE bit above.)
This last bit helps make the libpq state machine clearer; in particular
we can get rid of an ugly hack in pqParseInput3 to avoid considering
IDLE as such when the command queue contains entries.
A new test mode is added to libpq_pipeline.c to tickle some related
problematic cases.

The five modules in our TAP test framework all had names in the top
level namespace. This is unwise because, even though we're not
exporting them to CPAN, the names can leak, for example if they are
exported by the RPM build process. We therefore move the modules to the
PostgreSQL::Test namespace. In the process PostgresNode is renamed to
Cluster, and TestLib is renamed to Utils. PostgresVersion becomes simply
PostgreSQL::Version, to avoid possible confusion about what it's the
version of.

For non-MSVC builds this is make's $(CURDIR), while for MSVC builds it
is $topdir/$Config/$module. The directory is added as the second element
in the PATH, so that the install location takes precedence, but the
added PATH element takes precedence over the rest of the PATH.
The reason for this is to allow tests to find built products that are
not installed, such as the libpq_pipeline test driver.
The libpq_pipeline test is adjusted to take advantage of this.

There is only one constructor now for PostgresNode, with the idiomatic
name 'new'. The method is not exported by the class, and must be called
as "PostgresNode->new('name',[args])". All the TAP tests that use
PostgresNode are modified accordingly. Third party scripts will need
adjusting, which is a fairly mechanical process (I just used a sed
script).
When sending queries in pipeline mode, we were careless about leaving
the connection in the right state so that PQgetResult would behave
correctly; trying to read further results after sending a query after
having read a result with an error would sometimes hang. Fix by
ensuring internal libpq state is changed properly. All the state
changes were being done by the callers of pqAppendCmdQueueEntry(); it
would have become too repetitious to have this logic in each of them, so
instead put it all in that function and relieve callers of the
responsibility.
Add a test to verify this case. Without the code fix, this new test
hangs sometimes.
Also, document that PQisBusy() would return false when no queries are
pending result. This is not intuitively obvious, and NULL would be
obtained by calling PQgetResult() at that point, which is confusing.

The original coding required that PQpipelineSync had been called before
the first call to PQgetResult, and failure to do that would result in an
unexpected NULL result being returned. Fix by setting the right state
when a query is sent, rather than leaving it unchanged and having
PQpipelineSync apply the necessary state change.
A new test case to verify the behavior is added, which relies on the new
PQsendFlushRequest() function added by commit a7192326c7.

Commit acb7e4eb6b added a new implementation for PQsendQuery so that
it works in pipeline mode (by using extended query protocol), but it
behaves differently from the 'Q' message (in simple query protocol) used
by regular implementation: the new one doesn't close the unnamed portal.
Change the new code to have identical behavior to the old.

We have a dozen PQset*() functions. PQresultSetInstanceData() and this
were the libpq setter functions having a different word order. Adopt
the majority word order.

The only change worthy of note is that pgindent messed up the formatting
of launcher.c's struct LogicalRepWorkerId, which led me to notice that
that struct wasn't used at all anymore, so I just took it out.
A (relatively minor) annoyance of ErrorResponse/NoticeResponse messages
as printed by PQtrace() is that their length might vary when we move
error messages from one source file to another, one function to another,
or even when their location line numbers change number of digits.
To avoid having to adjust expected files for some tests, make the
regress mode of PQtrace() suppress the length word of NoticeResponse and
ErrorResponse messages.

DEBUG was already defined by the MSVC toolchain for "Debug" builds. On
these systems the unconditional #define DEBUG was causing a 'DEBUG': macro
redefinition warning.
Here we rename DEBUG to DEBUG_OUPUT and also get rid of the #define which
defined this constant. This appears to have been left in the code by
mistake.

Windows doesn't like setvbuf(..., _IOLBF) and crashes if you use it,
which has been causing the libpq_pipeline failures all along ... and our
own port.h has known about it for a long time: it offers PG_IOLBF that's
defined to _IONBF on that platform. Follow its advice.
While at it, get rid of a bogus bitshift that used a constant of the
wrong size. Decorate the constant as LL to fix. While at it, remove a
pointless addition that only confused matters.

I forgot to strdup() when processing argv[]. Apparently many platforms
hide this mistake from users, but in those that don't you may get a
program crash. Repair.
Per buildfarm member drongo, which is the only one in all the buildfarm
manifesting a problem here.
While at it, move "numrows" processing out of the line of special cases,
and make it getopt's -r instead. (A similar thing could be done to
'conninfo', but current use of the program doesn't warrant spending time
on that -- nowhere else we use conninfo in so simplistic a manner.)
