Andrew Dunstan 7be5d8df1f Use perl warnings pragma consistently
We've had a mixture of the warnings pragma, the -w switch on the shebang
line, and no warnings at all. This patch removes the -w swicth and add
the warnings pragma to all perl sources missing it. It raises the
severity of the TestingAndDebugging::RequireUseWarnings  perlcritic
policy to level 5, so that we catch any future violations.

Andrew Dunstan f83419b739 Fix included file path for modern perl
Contrary to the comment on 772d4b76, only paths starting with "./" or
"../" are considered relative to the current working directory by perl's
"do" function. So this patch converts all the relevant cases to use "./"
paths. This only affects MSVC.

Backpatch to all live branches.

Fix all perlcritic warnings of severity level 5, except in
src/backend/utils/Gen_dummy_probes.pl, which is automatically generated.

Tom Lane 5b3a2ca850 Dept of second thoughts: rename new perl script.
It didn't take long at all for me to become irritated that the original
choice of name for this script resulted in "warning" showing up in several
places in build logs, because I tend to grep for that.  Change the script
name to avoid that.

Tom Lane 65d508fd4d Suppress "unused variable" warnings with older versions of flex.
Versions of flex before 2.5.36 might generate code that results in an
"unused variable" warning, when using %option reentrant.  Historically
we've worked around that by specifying -Wno-error, but that's an
unsatisfying solution.  The official "fix" for this was just to insert a
dummy reference to the variable, so write a small perl script that edits
the generated C code similarly.

The MSVC side of this is untested, but the buildfarm should soon reveal
if I broke that.

Tom Lane 9c779c49e3 Accept flex > 2.5.x on Windows, too.
Commit 32f15d05c fixed this in configure, but missed the similar check
in the MSVC scripts.

Andrew Dunstan c895e775a5 Reimplement pgbison and pgflex as perl scripts instead of bat files.
In the process, remove almost all knowledge of individual .y and .l files,
and instead get invocation settings from the relevant make files.
The exception is plpgsql's gram.y, which has a target with a different
name. It is hoped that this will make the scripts more future-proof,
so that they won't require adjustment every time we add a new .l or .y
file.

The logic is also notably less tortured than that forced on us
by the idiosyncrasies of the Windows command processor.

The .bat files are kept as thin wrappers for the perl scripts.
