Noah Misch 947a35014f When Perl "kill(9, ...)" fails, try "pg_ctl kill".
Per buildfarm member jacana, the former fails under msys Perl 5.8.8.
Back-patch to 9.6, like the code in question.

PostgreSQL Database Management System

This directory contains the source code distribution of the PostgreSQL
database management system.

PostgreSQL is an advanced object-relational database management system
that supports an extended subset of the SQL standard, including
transactions, foreign keys, subqueries, triggers, user-defined types
