Robert Haas dffde5bf16 Fix defects in PrepareForIncrementalBackup. 
Swap the arguments to TimestampDifferenceMilliseconds so that we get
a positive answer instead of zero.

Then use the result of that computation instead of ignoring it.

PostgreSQL Database Management System
