Tom Lane 3f749924f8 Simplify uses of readdir() by creating a function ReadDir() that
includes error checking and an appropriate ereport(ERROR) message.
This gets rid of rather tedious and error-prone manipulation of errno,
as well as a Windows-specific bug workaround, at more than a dozen
call sites.  After an idea in a recent patch by Heikki Linnakangas.

This is a PostgreSQL adapted version of the timezone library
from:

	ftp://elsie.nci.nih.gov/pub/tzcode*.tar.gz

The data files under data/ are an exact copy of the latest data set
from

	ftp://elsie.nci.nih.gov/pub/tzdata*.tar.gz

Since time zone rules change frequently in some parts of the world,
we should endeavor to update the data files before each PostgreSQL
release.
